Yes, unfortunately. Lots of factors are at play. The demolibs absolutely thrive on the idea that whites are bad and racist. This is one reason the media play into it so much. The media airs the stuff that the majority of people want to see on the news. You even have entertainers who create these such hoaxes that go absolutely unpunished / unaccountable (Jussie whatever his last name is) for one example, when caught up in a complete lie/hoax. It is now acceptable in todays society to treat white people as guilty of being racist until otherwise proven innocent.

I blame the media for perpetuating and pushing a false narrative so hard that even little kids hear it all the time and believe it's the truth.
She is 12 and was afraid to get in trouble for cutting her hair. She lied, but the lie has been embedded in her mind her whole life. I bet her family is going to have a serious sit down with her.
