I think this is the way it works, the reason he got in trouble is that he shared the info with others. If he just kept quiet and he was the only one who profited, nothing would have been done.

Well, we'd have to make the assumption that this is the one and only time his morals and ethics caused him to do something wrong for cash gain......which is quite a bar, so to speak.
I usually make the assumption that the tip of the iceberg theory holds.....or even more. Most White Collar Crimes are committed dozens, hundreds or thousands of times before the axe falls.
Look at Madoff. He actually did 10's of thousands of actions...each which were a crime. Yet even after he was suspected no one really cared much.

Yeah--I remember there were two Republicans under indictment during the mid-terms and I think they both won!
I had a difficult time believing they won, but this guy actually hung around until he had to plead guilty. Duh--what is wrong with these guys?
