They have air conditioners, so if following procedure leaving in the car with it running, it breaks down and the alarm fails, then yes, that would not be negligence. Maybe an issue with the procedure, but not negligence.

I for one do not think they should be left in a car for any extended amount of time unsupervised, at least a 30 minute check should be mandatory

But also you have to take into account accident vs on purpose. There would be a different sentence for the car incident than a shooting incident. One is murder, the other is manslaughter...Or dogslaughter.

I did a search on Bing and found cases in Florida, Texas, Georgia, Oklahoma, and Illinois. I was surprised that it happens that frequently. K9 cops tend to be very attached to their dogs.

And you would expect cops to know better, considering they get called for this very type of incident, whether it be animals, or children. That is surprising.

Define fair. Everyone has a different idea on what fair means. Now if it were the same judge that gave a light sentence to the idiot in the wrong apartment, I too would wonder what was up with that. In this case different judge. Now we could go with standard sentence, no range, no mitigating factors. I would say that would not be fair.

For example man shoots another man while arguing if Trump is as dumb as he sounds or if he is just pretending to be that dumb. Well there isn't not a lot of mitigating circumstance there.

Man shoots another man after being threatened and beaten several times by the dead guy. In fact the dead guy was shot while destroying the shooters sole source of transportation for his work. There are real mitigating circumstances there that should be considered.

The police dog is doing a public service. Unlike his handler he is only corrupted by bribes of treats. It can have no evil in its heart. The person who shot it should be given a choice . Endure an attack by other police dogs and a reduced sentence or accept the 45 years.

Unless you can tell me what the mitigating factors were in shooting a dog acting in the line of duty. I feel the same with shooting a human cop while acting in the line of duty. It should be a multiplier when it comes to deciding the punishment.

Bad cops? I have a very real problem with bad cops. Their sentences should be doubled and no special treatment. General population for them. That might help persuade other cops to keep it clean.

And this guy gets 45 for death of a police dog???

That is not appropriate in either case IMO
