A business is liable for harm which comes to the public it invites onto or into its property. This case isn't quite that simple but I suspect a jury would have sided with the victims if it went to trial.
MGM paid out not because of guilt, but because their legal staff understands 1 thing. The USA is the most litigious society on the planet and deep pockets mentality delivers astronomical payouts.
I travel a lot. I am in a hotel at least once a month. I have never had my baggage checked for firearms or bombs or anything else. I do mean never at a hotel and I mean ever.
This is another case of how Lawyers have made a mockery out of our legal system.
This isn't a situation where the claim was that no one checked a bag or two when he checked in. It was that he was registered there for an extended period of time, and brought bag after bag after bag into the room, with two dozen weapons and thousands of rounds of ammunition, plus all kinds of other things that an average person doesn't have in their hotel room - gun mounts, and cameras and tools, a long list. It's not unreasonable for the victims to claim that some of this should have raised a red flag that might have been worth looking into.
They always say money doesnt matter, or that money does not buy happiness, or solve problems, etc etc...but these things always end with monetary settlements!!
Why do they settle with something that is not going to give them anything beneficial in return?...is it just because we cannot think of anything else to offer them? LOL I truly hope its not that!

Why shouldn't they be able to choose whatever they think will move them toward "being whole" again - and whether it is medical care, salary compensation (that they can no longer earn) for their families, therapy, or even entertaining diversions - it takes money. THAT'S the world we live in.

As I said before, money can't buy happiness, but it can put a family back on their feet after medical bills, psyche treatment or God forbid a funeral. This maniac maimed 100+ people. That is 100+ families with issues that could have been avoided by anyone of the casino employees wondering why he needed that many bags in the first place. It isn't about being "whole" again, it is about getting families out a financial hardship that was avoidable.

MGM Resorts and their insurance company, which will be paying the vast majority of the settlement, clearly felt that they didn't have a strong enough defense to this claim of negligence to avoid paying that much and perhaps far more, if these cases went to trial.
The amount of luggage/ trunks/ tubs the shooter brought in might have raised eyebrows in a smaller venue in a different location.
MGM is the largest hotel complex in the US, bigger than many cities. It is adjacent to a convention center.
Most LV hotels do not have cameras in guest hallways.
There are 20,000 +/- conventions/ shows in LV each year. This includes many gun shows. People arrive early and/ or extend their stay after conventions/ shows. As such, it is not unusual for guests to have a relatively huge amount of luggage/ trunks/ tubs and boxes.
Hotels don’t scan or search guest luggage.
Guests tend to choose to carry their own luggage to/ from their rooms instead of using ( tipping) porters.
Guests may sleep all day and party/ game/ dine/ attend shows into the wee hours.
Guests often use the Do Not Disturb signage to skip housekeeping, to maintain privacy/ avoid disturbance.
In the US, when things go seriously sideways, it is common to sue. MGM (their liability insurers) have the deepest pockets. There were 58 deaths and 851 injuries related to the event. No doubt, some of the injured are permanently disabled or will have lasting physical issues to say nothing of the emotional trauma. It’s likely a small number of victims embellished or may not have been at the site.
This settlement represents a reasonable way to move forward.
The court will award the plaintiff’s law firms a considerable chunk of the settlement, typically in the 25-33% range. In this case, we’re talking about $200-264 million off the top.
