With rare exception for the most powerful, a bill can't get to the floor for anyone without going thru a committee, sometimes 2 or more, and getting approved by them.

New members are hazed somewhat to defer, but some do get bills to floor and pass them in first term. Often of modest importance and controversy, more occasionally.
