You know Giuliani is not a government employee, he does not have executive branch protections. Especially since Trump stated on television that he had no clue what Giuliani was up too. He was Trump's personal lawyer not White House counsel.

She worked for Bush, Obama and Trump. Obama the least amount of time.
She didn't even continue through Trump. She stopped working for Obama in 2009 and then was appointed by Trump in 2017.
