I think you're wayyyyy over-reading what is mostly just a symbolic political gesture with little real-world impact. But hey, that was what they were hoping for so it's a win for them I guess.

That's what you'll still have - one crime, one trial. This law doesn't allow someone to escape justice completely because of a pardon on one side of the equation.
