I don't know why anyone tries to explain what is being explicitly stated (on camera/in writing); it is a waste of time. Mulvaney's icing on the cake was his statement: "We do this all the time." If that isn't a scary thought on what's under other rocks not yet turned over, I don't know what is.
In fact there IS give and take in diplomacy - that is part of the diplomatic process. The difference in the cases being beaten to death, however, is the "what" and "how" and "why" involved (withholding money appropriated by Congress, political (not policy) gain, intent/solicitation of foreign assistance in the UPCOMING elections) versus dealings for the good of the country itself - not the president and/or his cronies for personal gain/purposes.
The distinctions in second paragraph are what are not comprehensible nor important to the supporters.

Under oath, Mulvaney needs to explain what other times the administration has done this.
Since he is not only acing Chief of Staff but also in charge of managing the budget, he should have a fair amount of knowledge about this.

I watched the presser - Mulvaney said no such thing. Jonathan Karl needs a dictionary to understand the difference between quid pro quo and budget discussions in the Oval Office.
