I don't understand how someone who does this honestly believes he will never be caught. Most people who commit these types of crimes are caught. How did he think he'd be different?

Not quite.
Typically these kinds of criminals are NOT caught...very few are ever caught and charged.
Yet again proving that Rs don’t give a **** about poor children as soon as they exit the womb.
... at least they get out of the womb ...
Penalize the guy in the full accordance of the law and move on.
