Of course he did not say that explicitly, but it is implicit. I don't know how else to interpret this:

Beto proposes a $500 billion (!) federal spending plan to fix this. Why wouldn't we instead just identify the racist teachers and root them out of school systems. We don't need $500 billion to do that. For perspective, the total budget of the current dept. of education is $68 billion.
Beto has also said that students should be able to have teachers who look like them. Gee, isn't that racism? Do we really want to go back to the pre-1954 days when teachers always 'looked like' the pupils?
Are we supposed to just take people off of the street and make them teachers? If ‘people of color’ want higher paying jobs, perhaps they should take education more seriously.
Wait, where do they still do corporal punishment in public schools? At some point you just gotta realize that throwing money at problems doesn't fix problems.

Yep, considering Americans shell out more money per kid on average, and we are seeing lousy result compared to other first world countries that pay less per kid.
At his point Beto is a joke, he's pandering to the smallish woke voter base. In real life no one talks and acts like the way that this dipstick does, if they do no one takes them seriously. These idiots keep playing the race card and after awhile no one is listening.

Nineteen states: Alabama, Arizona, Arkansas, Colorado, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Louisiana, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Texas and Wyoming.
Not all districts allow it, even when the state does permit it. In Kentucky, for instance, only 17 of the 129 school districts allow corporal punishment: Pike County, Knott County, Perry County, Owsley County, Harlan County, Bell County, Whitley County, McCreary County, Pulaski County, Wayne County, Clinton County, Monroe County, Crittenden County, Fulton Independent, Fleming County, Bath County, and Raceland-Worthington Independent - most of them are in the impoverished areas of Eastern Kentucky.

Is that what he is doing? I think he's either lost his mind or is getting paid to say the most outrageous, perfect Fox News soundbite things possible.

Beto is such an outlandish ridiculous buffoon that I have to wonder if he's a republican plant.
I'm an issued based middle of the road voter with no loyalty to the dems or the repugs. It's people like Beto that firmly push middle of the road voters toward the Republicans, just because they aren't so out there on certain things.
If Nancy had any brains in that addled brain-rotted head of hers she'd get the party back toward the center and more American voter focused on the bread and butter kitchen tables issue. She'd bring those issues into the forefront otherwise they are going to hand 2020 to Trump. I think this impeachment shenanigans is going to also alienate a lot of people, more so than it pleases. People don't wanna see endless fighting, they want to see things getting done. The plane is flying into the mountain and you've got idiots arguing about whether or not trump is photoshopping dogs in and out of pics. Way to deal wit the hard hitting issues people.
The Dems are taking a big chance letting the party go this far left. The country isn't this far left, not yet anyway, when Gen Z starts voting more, and as the Boomers pass on, it probably will be.
Comrade.
