When the US first managed to conquer these areas, hispanics very much outnumbered non Hispanics. They were also considered Mexicans as well.
That's because the US gentrified the area and Hispanics crossed the border illegally. There were only about 75-100k Mexicans north of the border when it was established in 1848.

The only way USA could see huge uptick in White immigration would be incentives for Eastern Europeans. Problem is their fertility rates crashed after Communism so there are fewer people there of prime age who would move.
Democrats will only allow Third World illegals with three or more kids, six months pregnant and no marketable first world skills.
Europeans with marketable first world skills aren't exactly clamoring to move to the US, bud. Not sure I can verbalize the exact equivalent of the term "dumpster fire" in what European languages I do know, but the concept pretty much encapsulates what most educated Europeans feel towards the US right now.
Whether or whether not Europeans want to migrate here it's a fact that our immigration system favors Latin Americans and Asians.

Say you're a US citizen sponsoring an adult son or daughter to come join you in the US as a LPR - F1 family category, not to be confused with the F-1 visa. If your son/daughter resides in (for instance) Norway, the wait time is about 6 years for a slot to open. The USCIS is currently looking at applications for those who filed for a number in 2014.
If said son/daughter resides in Mexico, the wait time is about 22 years. In other words, if you requested a slot in 1998, now is the time to file the paperwork.
And of course there's the Diversity Visa - also known as the Green Card lottery - where 55,000 particiapants can apply for LPR status that will be granted if the general requirements are met - medical, character, financial, no criminal record etc.
Except if you live in: Bangladesh, Brazil, Canada, China (mainland-born, excluding Hong Kong S.A.R., Macau, and Taiwan), Colombia, Dominican Republic, El Salvador, Haiti, India, Jamaica, Mexico, Nigeria, Pakistan, Peru, the Philippines, South Korea, United Kingdom (except Northern Ireland) and its dependent territories, and Vietnam. Not particularly favorable to Latin America and Asia, is it?

Well for South Africa, most Whites are too poor to afford to come and start a new life in Australia. In addition the UK has attracted more South Africans than Australia.
Well lots of Latin Americans are white and the US will still experience high amount of immigration from Latin America. Brazil has more Whites living there than any other Latin American country. However Whites are only half Brasil population. Yet the number of Brazilians in America is small, and I believe that number will increase in the future. Yet the biggest source of White Immigrants will be Latin America as it is been for quite awhile.
Brazil’s self reported white population is way overblown. The country is likely around 25% white. The vast majority are visibly non white.

Once the Nazis got into power, the US was reluctant to accept German Jews, and very much restricted them to enter the USA.

Hispanics very much particpated in Americas effort in WW2. Thousands of them died defending the USA then. Yet those that survived when they came home they were treated like second class citizens. According to one former Hispanic soldier, "There was the same discrimination in Grand Falls (Texas), if not worse" than when he had departed. While Hispanics could work for $2 per day, whites could get jobs working in petroleum fields that earned $18 per day.
