Trump hasn't been charged because he owns the DOJ. He's been using a massive legal smokescreen to prevent access to his tax returns from the State of NY which isn't in his back pocket. Once they're out there, let's start with felony tax fraud and felony bank fraud. It's pretty clear his financial empire has been propped up by Russian mob money laundering since his daddy died and stopped propping him up after every debacle. The Deutsche Bank loans still haven't been investigated. That would be a felony under 18 U.S.C. 1956 and 1957. Not exactly shocking that the Russians interfered in the election to get their stooge elected. As this stuff gets disclosed, it's going to be the Nixon thing where he has no choice to resign because the Senate abandons him.

I'm sure somewhere deep down they know it's doomed to fail, but since Peter Strzok's "insurance policy" failed, they had to come up with something and this was their best bet at trying to subvert democracy.

That's exactly what I was thinking. The IRS has had his tax returns for decades, and the dimwit democrats think there's some smoking gun in there, that the IRS has never been able to find.

The IRS's job is to make sure you pay the appropriate amount of tax based on your income and report income appropriately. There could be other info in the tax returns that is innocuous to the IRS but meaningful in a different context. The IRS is not necessarily an investigatory body the same way as the FBI or something.

Given how the Obama administration weaponized the IRS to target political rivals, if there was anything good I think they'd have leaked it by now.

Withholding House approved aid to a foreign nation for personal gain would be considered an arbitrary use of power.

arbitrary = based on random choice or personal whim, rather than any reason or system.
