It was inferred. Otherwise why would her statement even be a thing? Look at some of the responses on this thread. Some people have this misguided thought that people are coming to take their guns.
If an awful authoritarian like her was in power, absolutely. She'd be an absolute tyrant. That said, far left collectivists like her are nothing by themselves....so there's nothing to fear so long as she doesn't gain power.
