Bringing the Chinese to the bargaining table through tariffs has produced a record high stock market.

As well as record low unemployment for blacks and Hispanics.

Timely given that headlines are reporting an easing of tariffs?

So is the market up because of lowering of tariffs or up because of the tariffs?
