If Hunter wasn't in trouble, Joe had no motivation to get rid of Shokin. Duh. $600K/yr is a lot of money to you and me, it doesn't even BEGIN to move the needle for national governments and international banks, however.
If Joe is the one suspected, there is no need to involve the Ukrainian government, at all. VP Joe Biden doesn't fall under Ukrainian jurisdiction in any way.

In other words, the Democrats are impeaching Trump because Trump is exposing Democrat corruption that happened during the Obama administration.
