Arby's is apologizing after a Minnesota location posted a sign saying that only "well behaved children who can keep their food on their trays and their bottoms on their seats" were welcome. "If you can't do this, you will be asked to leave."
I think this is the case for any restaurant that caters to families.
They can either be very welcoming to families with young children, or they can make it more comfortable for people who prefer quiet surroundings when they eat. Very difficult to have it both ways.
Personally, I have no problem with fast food places being noisy, but I would be very annoyed if my husband and I were having an expensive meal on a romantic "date" and there were noisy and/or unruly children near us. (And we like kids, btw.)

Too bad, it can be so annoying to have unsupervised kids running & screaming around a public place, especailly if one is trying to eat a meal.,
I love Arby's, and agree that it's frustrating to eat when there's a ton of commotion, but there's a difference between fast food restaurants and traditional dine-in restaurants.
