stone was indicted in january 2019, barr was confirmed as AG in february 2019. if barr felt this was an unfair prosecution he had 10months to remedy.

it seems like the simplest and most likely explanation is because there was never any evidence of Russia collusion and it was a lie created by partisan Democrats.
They convicted Mannafort, FLyn, Cohen, Papa, and Stone of something other than collusion with Russia.

the DOJ is part of the executive branch of government but is supposed to operate independently of the WH especially in investigations concerning the WH ( as highlighted by rod rosenstein's refusal to end the mueller investigation against trump's wishes ).
