Before this is all done, someone is going to testify to what Trump's intent was. Since Trump has a big mouth I am willing to bet he yapped to someone that he is was after dirt on Biden and he is withholding aid until he gets an announcement of an investigation on Biden. Given the recent statements from Bolton, I think it will be him that testifies. Once that happens, Trump is toast.

The issue there is not just that he inferred the President's motivations, but that he voiced those concerns to Pompeo, Mulvaney, and Pence, and was not told he was wrong. Their lack of denial speaks volumes.

Actually, since the White House and State Department are defying subpoenaes, the House (and American people) can infer that the subpoenaed records would support the argument that the aid was conditioned on the announcement of investigations into Biden.
