How did he do that? Biden wasn't running against him. He's running for the nomination. And I'll remind you that the DNC rigged the last nomination for Hillary. So the DNC is guilty of what you claim Trump did.

Some have made the accusation, but as of now there is no proof of that whatsoever.... so it's nothing more than a baseless partisan claim

I think in this case the quid pro quo gnaws at people's sense of right and wrong. Incumbency is already a huge advantage, and here we have a guy criminally using government money in an unintended way to try and increase his odds of being re-elected. If we want fair elections, then this type of behavior needs to be prohibited. Otherwise we'll become a corrupt one-party state like China.
