What source are you relying on to support your contention that Evanston residents think this is stealing?

That is one form of reparations...to pay a one way ticket to victims to escape such a racist and rotten to the core nation...there are many near perfect African nations to choose from.

Could we call this a case of Stockholm's syndrome? I hope it's not a scenario of "smoke and mirrors" wheresome bureaucrats might jump on this opportunity to get some of that money in their pockets.

That's why I'm interested in it. Article doesn't say how the program will be run and how its results will be measured.
But I do think that black communities often suffer from a lack of community-controlled investment. Minority-owned small businesses in lower-income communities are often starved for capital. This might be an avenue to help remedy that.
