Carter provided grants to mental health centers. Reagan repealed most of this law. Shameful legacy of Reagan.
the democrat controlled congress (both houses) repealed it... Reagan HAD to sign the omnibus bill (budget bill)
The 1981 the Democrat controlled congress passed the Omnibus Budget Reconciliation Act which repealed the provisions of the National Mental Health Systems Act, cut federal mental health and substance abuse allocations by twenty-five percent, and converted them to block grants disbursed with few strings attached. New York State, which used block-grant monies to fund community-based programs, and other states have to cut mental health programs.
So you are saying wealthy states like California are incapable of addressing their homeless issue via mental health, without a grant from the federal government?
If it's just "their homeless," then they probably could do it on their own.
But if the homeless are flocking to their state from other states ( and even countries,) then yes, it becomes the federal matter.

And to find Seattle in this situation is particularly shocking, because at certain point in time, it was recognized as the "most livable city in US."
There is no easy solution, but the best solution is to reopen the institutions that the psychiatric industry closed in the 70s and 80s. Many of these people need to be institutionalized and medicated. It’s much more humane than their current situation.
I did, hence my response. You are implying that due to this, this is why we have a homeless problem.

Cities and states that create idiotic policies that basically invite the homeless in, from other states and countries, should not have federal assistance in such matters.

The Democrats controlled the House, in which the Omnibus bill was created, sponsored by a Democrat, and passed by the Democrat House and Republican Senate, signed by a Republican president. It was a bipartisan bill. And Reagan was not going to hold up a bipartisan bill over some mental health grants that were just put in place a year earlier.
