When you try to rebut an argument by an opponent by making accusations, you really don't have much of a case. The debate strategy relies on flinging innuendo and accusations first, and then disparaging anyone who is skeptical. It shows extreme fear that the assessment/case is fraudulent since the first and foremost defense of the argument is to attack. It evades a critical examination of the details.

People knowingly lie. US, Britain, and Ukraine tried to entrap the Trump campaign into buying dirt on Hillary Clinton and breaking into the servers which were intentionally left open. Trump invited this attack by joking he wished the Russians would log in to their servers.

According to right wing media it is "true". As has been pointed out, the US intelligence community indicates that "Ukrainian interference" is not true and the story is being disseminated by the Russians.
And of course it is the US intelligence community that is lying as opposed to the right wing media.
Note that Senator Kennedy makes the Ukraine claim only on Fox, then takes it back on CNN or MSNBC. He is fully aware that the 'base' only watches Fox, so will not learn of his backpedal.
It is a smart, if dishonest, strategy.
Politics make intelligent people say stupid things.
Fear of what the 800 pound gorilla will do, say or tweet is why.
Also, the cash that the RNC is handing out as 'rewards' (or 'bribes' as they might otherwise be called) for defending him. Maybe Kennedy needs money.
Or dementia is contagious.
