In the 60's and '70s was all those hippies smoking weed, fornicating, and so on destroying the fabric of American society. The '80s was crack and murder and gang activity that saw all the juvenile detention centers constructed that today sit mostly empty because the sick depraved youth of today just aren't murdering enough to fill them up. Damn yutes today should commit more murders like the good old days.

The thing is, I disagree that small towns/communities are being destroyed. I lived in one before I moved to my current home. I also disagree that "thug culture", as you define it, is taking over society. Perhaps my area is still influenced a great deal by Southern hospitality and charm, but I don't find thug culture to be a significant factor in my area at all. It certainly is not in my city or my neighborhood, even though I don't live in an upscale area. Maybe I'm just an optimistic person, but I generally treat and am treated by those people I meet and interact with pleasantly. Perhaps other people see an old (69 year old) lady and accord me respect due to my age, but I also don't denigrate young people because they have tattoos and earbuds!
Young people dressed in degeneracy are perfectly nice people. But their purposeful destruction of their own body and submission to full market attention (ear buds, smartphones, etc.) is a symptom of a larger problem.
They can be good people but they have manifested themselves in a uniform manner based on marketing forces and a consumer social system.
The culture drives the "State" (and its action). The State can't drive the culture.
