extent practicable, the estimated effect of the proposed deferral
upon the objects, purposes, and programs for which the budget

Trump didn't notify congress or the senate that he directed the budget director of congressional appropriated funding to withhold the Ukraine funding.

I'll give you a hint though, if House Democrats truly believed as they've convinced you to, they'd have taken it to court and won. Blanket executive privilege doesn’t exist. Simply making specious arguments without any basis to be used as excuses for ignoring lawful subpoenas and demanding that they be challenged in court through all level of appeals would, in effect, deprive Congress of its power to impeach by letting the a president conceal all relevant evidence and then run out the clock while arguing lack of evidence. Functionally, it is an obstruction of Congress.

Doubling down on ignorance doesn't make for a valid arguement. The House Democrats know better than you, that's why they didn't even challenge Trump's claim of executive privilege.
