In this case, per capita is not the best measure. Environmental policies are a country thing, one policy impacts millions and even over a billion people. Using per capita, efforts would be directed at high per capita countries like Kazakhstan, all the while stating China is good to go even though China emits far, far more emissions than Kazakhstan could even dream about.
Palau has the highest per capita in the world, yet not even on the radar as for percentage of contribution globally. You think resources should be directed at Palau to reduce their emissions? So to compare the US to China, China emits over twice as much emissions as the US.
