California has a few huge abandoned military bases that could be used to house the homeless. They could weed out and hospitalize the severely mental ill, create drug rehabilitation centers there, teach job skills for the able bodied and put many there to work cleaning, cooking, gardening, etc.
Instead of the hundreds of billions being spent for the train to nowhere, CA should think about rehabbing those military bases to house, train, medicate the homeless. Force them off the streets and bus them there. Make it a law.

Every republican in this country would be fine with rounding these people up and keeping them away from society until they are rehabilitated.
Democrats won’t let this happen.
This makes the whole thing the fault of Democrats. This will not be forgotten and there will eventually be consequences.
Whenever a Democrat gets robbed, raped or killed by a vagrant, what are the odds that they and their families will abandon the party that allowed this to happen and switch to the party of law and order? Pretty good I say. Just have to wait for things to get worse and this will all work itself out.....
One town in California did something similar as a test. They computed the cost in police calls, jail time, medical care, etc. for a homeless person. Then the rented an old vacant motel. They gave each person a room and board, hired a full time 24/7 social worker to be sure each person got off the booze and/or took their meds. They got people stabilized and back to work at half the cost of them being on the street.
Utah has been on the forefront of addressing the states homeless challenge and is once again struggling.
The state’s largest shelter with 1,062 beds became an interstate hub for heroin trafficking.
I didn’t think this forum could stoop any lower but you set a new low. The stigma against mental illness apparently continues. It’s not just progressives, it’s anyone with even a basic knowledge of mental illness who believes in improving community integration and rights of those with mental illness.
What’s the conservatives solution? Lock me up and throw away the key? Let them lie naked and in filth in institutes like they used to do? Or just kill them like the Nazis did?
So how many mentally-ill drug addicts have you taken in, Mr. Compassion? Hundreds of public solutions to this problem have been tried, and yet with all our knowledge and technology it still plagues us. We have created an entire industry that “serves” these people, lawyers, doctors, nurses, flop houses, police, etc., and the workers all have one thing in common: their jobs depend on a continuation of the very problem they are supposed to solve.
I have a mentally ill relative who was headed for the streets. The Adult Protective Services folks in Texas were worse than useless when it came to actually finding help for him as he could no longer live in the tiny rental house where he eked out an existence. We had to move him (at our expense) and find our own solution to housing because the social services and Medicaid people had no programs for a single guy not registered in the “system”.
That's so uncool though. So Jim Crow era, almost Trumpian logic.
The best solution is to furnish toilets everywhere. A couple of porta potties in the isles in grocery stores would be helpful. If you have to go and can’t make it to the bathroom, the bathroom is right there. There are so many high school kids who are looking for work, why not assign them a homeless person to assist? They can run errands for the homeless, assist them with shopping, and finding a bathroom. The high school kid gets paid, the homeless gets assisted. It’s a win for both.

I'm not saying you're wrong, and I think this is an intriguing idea - but does California actually own any of these bases?

Agreed, but having people shooting up and defecating in public places is something you would see in a dystopian collapsed society.
