Yes, it is a process. A 2-step process. The House's job is finished, but not the process.
It's within the Speaker's rights to hold a Bill from going up to the Senate for as long as the Speaker wants.
The Senate Majority has the same right. He can hold any House bill from a vote for as long as he wants.

In either case, the Bill is in limbo until the process is complete. But limbo is not a rare place. Many, many bills go there. Some stay and die in limbo, while others emerge over time. Some are passed after they emerge, some die, and some never make it to the floor for a vote. And not all Bills go to limbo. Limbo is just there, and can be used by the Speaker at her discretion.

So Trump WAS impeached. He may never be tried, or may be, and he may never be convicted, or he may be. But no matter what happens now, he was impeached. That's the only official thing that's happened so far all the way to the end.

The delay could be just as dangerous to the Republicans as to the Democrats. That's why McConnell is so anxious to get on with the Senate's part of the process.

Pelosi is responding to McConnell's stated intent to just ram that through the Senate - trying to leverage that so there can be a bit more of a hearing.

And frankly, having a bit of a delay kind of drives Le Grand Orange (Trump) a bit more batty. He's already not in a great mood after being rebuked with impeachment, and putting a bit more uncertainty and letting him twist in the wind a bit, isn't a bad thing.

This is a flawed analysis.

Articles of Impeachment are not the same as a Bill.

The founding father's did not intend the process of impeachment to be some form of partisan brinkmanship. Nor did they intend for the House or the Senate to be able to hold the country and the presidency in limbo.

It's clear from Pelosi's games, that the only real threat to our form of government and Constitution is the democratic party.

While it doesn't make much difference in a practical sense because no one expects a conviction, imagine if there was a real possibility of conviction the damage she would be doing to the nation. Its outrageous really. She should be impeached.
