If a person is here illegally and is murdered it shouldnt be prosecuted as a crime.

Oh, so you're a mind reader now? Where in the article did it say it was because of President Trump? How could that be when he doesn't dislike Mexicans here legally? Even at that, he certainly wouldn't approve of killing them in the streets regardless of their status.
