Again, because those people are STUPID! How many fricken times have you heard, "It's okay, my dog won't bite." Does that dog have teeth? Then yes, the dog can bite. Just because it never has before doesn't mean it won't. Again, most dogs are owned by stupid people who know nothing about dogs. They think of their dogs in human ways, not in dog ways.
Would you like a good example? MY dog. My dog lived around cats since he was 3 months old. NEVER had a problem with them. Not once.
In September, 9 years of age, 9 years of being around cats, he killed one of my cats.
Is it because my dog is a terrible, out of control lunatic? Should we ban the breeds my dog is?
Or is it because I could not get him enough exercise because every damn time we went out where I used to live, he was attacked by an off leash dog - either with the owner (who was walking them off leash but had NO recall or control over their dog whatsoever but thought it was fine to walk their dog(s) off leash because their dogs are "friendly"), or those who got out of the yard, or strays.
I have a thread on it in the pets forum.
It doesn't matter if "this has never happened before" because it can happen if something that the dog needs is not being met. In my case, I had to sacrifice my dogs NEEDED long bouts of exercise because his safety was in jeopardy all the time due to? Stupid humans.
And let's talk about those statistics:
The biggest problem with the "statistics" is that most people, including police, those who work in shelters, etc, don't even know wth a pit bull is. There are a lot of mixed breeds out there being called "pit bull". There are a lot of dogs that have no pit bull in them being labeled "pit bull". I'm not saying that pit bulls do not attack, nor am I saying that most dog bites don't come from them, what I'm saying is that the statistics are not accurate due to the simple fact that so many people don't even know what a fricken pit bull is. Everyone thinks they know, and many of them are dead wrong.

That photo is a pit bull.
Also note:
"Social/Attention Needs: High"
What happens when you don't pay attention to your dog?
What happens when you don't play with your dog?
What happens when you leave your dog chained up in the backyard all day long?
What happens when you make your dogs live outside and not inside with its pack/family?
As I said, I'm all for making people go to training and pass a course to illustrate that they understand dogs, dog behavior, dog body language, dog needs, etc before they are ever allowed to own a medium to larger dog.
When you mistreat your dog, (and the above are mistreatments), you're going to have a dog that will go stir crazy. And if that dog gets out....regardless of the breed...bad things can happen.
Also, one thing I noticed about the story from the OP, not once did they state what happened before the attack.
