Yes. By their own definition. Anytime Trump disagrees with Congress, he's guilty of obstruction of Congress.
Now you know why Nancy is too scared to actually impeach Trump over it, because it heads to the senate where it will be torn apart for being just plain stupid.

It’s not a crime. It’s called checks and balances.
The Congress can take Trump to a court to adjudicate whether or not those witnesses can testify and the court can decide. Until then, Trump has done nothing wrong.

Nothing. Clinton got impeached for lying about a BJ, Trump for withholding aid for personal gain.
