Never heard anyone suggest such thing, and neither did anyone on the FOX clip say it. One person said "stop racist policing". This sounds like typical FOX misinformation, and I'm guessing the idea originated from Moscow.

Good article - this is mainly about Seattle and what is happening there. Lots of follow up articles about the results of their new decriminalized Policys. Any theft under $950 is OK. Same policy in LA, and I understand Dallas has recently adopted this Policy. Shoplifting is rampant, home theft is rampant and it all will get worse.
Shoplifters blatantly fill carts and walk out the doors of stores.
It all begins with the Sanctuary City Policy that refuses to follow Federal Law. When the Rule of Law is abandoned - society will devolve. The really crazy part is that the Citizens actually Vote for this stuff.

Anarchy only works when folks are good at self-governing, which none of the democrats I've known are. They are the party of CHAOS and self-indulgence and may like to convince you that's anarchy.
