The term "terrorist" is in question. The man was an Iranian General. His country is in an uproar that he was assassinated by the USA.
Yes, the USA assassinated the General of Iran. If a General has violated law, why wasn't he brought to trial through the many options available to the USA? There is no war between Iran and the USA, so it's not an option to simply kill a military person from another country such as Iran.

Of course you can. If you are not at war with a country then killing such person is an assassination. There is no proof he was 'operating' or 'targeting' anything. He was visiting an ally.

This man should have been taken out years ago. He was killing Americans using terrorist tactics. This is fact.
If one follows that logic, you're okay w/the Chinese govt whacking someone it deems a "terrorist" with a drone hit on US soil.
You suppose the people of the US and the fed govt would view such action as an act of war?

Also you fail to understand that the US and countries like Iran and Iraq are not equals. If the US feels something is an act of war it matters, if Iran or Iraq fell something is an act of war it doesn't really matter.
There are more strikes against Shia bases near the Iraq-Syria border. They must've done a really good job sealing the border to prevent Islamic State mercenaries from escaping Syrian, Russian, and Turkish forces. Similarly, there are reportedly Russian air strikes against US Al Qaeda proxies in Idlib.
The US is trying to rescue intelligence officers from US, Jordan, and Saudi Arabia at the least that are likely embedded in the leadership positions in the Islamic State cells as was being reported in the sieges in Douma and Aleppo.
