A 2019 Washington State Senate bill, 5889, just kicked into place on Jan. 1 regarding health insurance and medical care for children 13 and older.
If you are a parent it is perfectly legal for you NOT to be notified if your child receives care/counseling for:
STDs
Reproductive health
Mental health
Substance use
Gender dysphoria
Gender-affirming care
Domestic violence
Parents will not be notified unless the child explicitly gives the insurance company permission to do so.
Your child could have been raped. Then she can receive an abortion, antidepressants/mood stabilizers and be given birth control. And you won't ever know.
But she can't buy cigarettes, have a beer, drive, or get her ears pierced.

If the village wants to raise my child then the village can pay for the child. Or they can pound sand.
I don't know...on the one hand, some of this is a bit much. But growing up, I had issues that I needed to deal with, but didn't because I didn't want my parents to know. So now I've had to seek help as an adult, years later, with considerably more damage done. The only thing of those listed in the OP that would have applied in my life would be mental health. But I can see some of the other stuff tying into mental health for kids. The two key problems in this country are seeking mental health, and wanting to drug everyone that does as a band-aid rather than getting to the root of people's problems.

I’m truly curious how that works for deductibles, co-pays, and cost shares. Are the parents just sent a bill, told they owe the money, they aren’t allowed to know what it’s for but must pay it anyway? Or are the medical and pharmaceutical providers going to be forced to eat the bill?

This is why it is so important to have a good relationship with your kids, that way they will always come to you for everything and not keep secrets.

If any of our kids thought they should be using birth control or needed treatment for STD but were not comfortable talking with us about it, I would still want them to be using birth control, getting treatment for STDs.
