While I get your point, why don't Portlandians (or whatever) just shop at the smaller mom and pops already? Seems they're voting with their wallets or Wal-Mart, Target, Home Depot, etc., would have already failed in Portland.

Many do. Much more such independent businesses here than I've seen in other cities.

Portland is covered with tents, homeless and drug addicts. One would figure this would be the real priority.

The money will likely slowly decrease as marginal stores are quietly closed. No fanfare. No tantrums. Just QUIETLY closed. The profitable stores with the tax will remain.
