Perhaps they are counting the other emissions?
Perhaps they are referring to particulate matter, unburned gases etc. Those small engines are far less efficient than a motorcar.

Of course, there is also spillage, which is a huge cumulative problem but I don't think they are referring to.

Yes. Not wanting noise and air pollution is the same as advocating for public defecation.

I'll say this much...nobody had to make a law banning push mowers to get people to use gas mowers. If electric mowers are worth using people will use them without some hippie putting a gun to their head.
