That is irrelevant. The WH had no authority to hold up the aid at all, regardless of any deadlines. That power resides in congress only.

“Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law,” the decision states. “OMB withheld funds for a policy reason, which is not permitted under the Impoundment Control Act.”

Sadly the GOP Senators do not care what was legal or illegal, although it is their job. They already announced their intent to find Trump 'not guilty' no matter what the evidence says. It is as corrupt as corrupt gets.

It would have been illegal not to slow the transfer of funds.

No, Trump was just kidding when he said I have a favor to ask of you, and then the funds were somehow delayed. Any fool can see those two events were just a coincidence !

Nothing was illegal - as the aid had to be paid by the end of September. So nothing was really delayed as the funds were released within the terms of the deal.

As much stuff that goes by that is never addressed and is swept under the rug, we are fixated on paying money to the Ukraine as though they are some third world country... ridiculous.
