Based on what? That article had absolutely no information on what actually happened.
Until we know details, you shouldn't be condemning people. The authorities have enough info to say that it was unintentional, so who are you to say otherwise?
Kid freaked but you can't flee the scene. As for charging the teen, I'd only do so if his fleeing prevented or otherwise impeded the administration of aid that could have saved the deceased's life.

Most countries have similar type of JROTC programs in schools known as Cadets (schools) and Officer Cadets (University Officer Training Corps), with live ammunition usually only being issued under strict supervision during target shooting on the range.

Odd they can't give the name of an adult. Also seems the kid was a bit slow are people still in high school at 19?
