That is stuttering and people who stutter attempt to find alternate words as they speak to use in place of the words that make them stutter. That is what is apparent in these clips.

It is unfortunate that you can not accept things that are blatantly obvious. Going back to your original question, do you have any expertise in the area of speech impediments? I don't really expect you to answer that, as you are clearly not interested in answering any direct questions, but are more interested in accusing people of attacking people with "disabilities".
I don't know if Biden is your guy, or if you just prefer anyone over President Trump. If Biden is your guy, I completely understand why you are upset. If my preferred candidate was falling apart right in front of the electorate, every day, I'd be nervous as well.
