That's just not true on it's face. The subpoenas issued by committee were not valid, and that is what the President said. If the committee thought that was wrong, they should have went to court. The President does not serve at the pleasure of the Congress.
It would be like if the police came to my house and said they wanted to search it and I said no. They can't arrest me for obstruction of justice. Now if they go through the right process, show probable cause and get a judge to issue a search warrant and then I still refuse to allow them search, then and only then can I be arrested for obstruction.
The Constitution is pretty clear that the HOUSE has the sole power to impeach, not the Speaker of the House, but the HOUSE. Since the House didn't vote to authorize the start of the inquiry, the subpoenas issued weren't authorized by the House and thus invalid. They, to my knowledge never re-issued the subpoenas once a vote did take place and they never went to court to challenge the Presidents position.
It is basically, the House said we want this and the President said No and they said ok, obstruction of congress it is. No basis for this and it really is just stupid.

Pelosi called Bolton to appear as a witness, but withdrew it after Bolton wouldn't appear. She then issued a subpoena for Bolton's assistant, took it to court, but immediately withdrew the subpoena after the judge said he was going to expedite the matter to rule on it.
Pelosi knew she would lose any case where they tried to subpoena the president's inner circle of policy and legal advisors.

Under the rules the Republicans created in 2015 when they controlled the House, a Committee chair for the Judiciary and Oversight Committees has power to issue subpoenas without a formal vote to authorize a committee investigation. I'm surprised you missed that little tidbit, given that you appear to be some type of self-professed expert on the subject.

And yet, they never did it. Notice how the Intelligence Committee is not one of the two authorized to do so? Did Nadler subpoena Bolton? Nope. Right, the Judiciary Committee is not authorized to have secret meetings in the basement to have a rehearsal hearing first.
