Over the weekend release of a secret recording of an April 2018 dinner for major donors and prospective donors supporting Mr. Trump, showed that Mr. Trump engaged in policy discussions with donors pushing their own agendas.

Ok, but you are mixing apples and oranges. When you hear the phrase "drain the swamp" what does this mean to you? It has a very specific finite meaning.

Of course, Trump fills the swamp. Most of his associates are corrupt or paid their way to get into his administration.
