Why wouldn't they be collecting every bit of data that is pertinent, which includes tracking patients who are already diagnosed to see how quickly they recover or how quickly they die?
It doesn't make logical sense that they aren't.

This is the country that in 2003, built a hospital in 7 days, in Beijing, during the SARS thing. It required 4000 people and 24 hour shifts. Think China is quite capable of collecting and tracking.

To be honest, I don't think China in general has the infrastructure to do so. Or the desire to be accountable to the rest of the world.
And I also do believe that the Chinese government, and the people, are more inclined to resort to heavy handed tactics. Also, it's a different mindset there. For instance, being much more densely populated in most areas, the people often wear masks for health reasons. Here in the US, most people aren't prone to that.
