And now you're leaving out facts.

Mueller said that they didn't even bother to try to reach a determination about the President because he felt he couldn't charge him with anything. Without being able to charge him with something, it would be "unfair" to accuse him.

So, whether Trump was guilty or not wasn't even a question that Mueller's team considered.

Andrew Weissmann did the investigation and report, Mueller was brought in to give an illusion of cred.
All revealed when Mueller did not even know the substance within the report itself.
