It could be. It is about pipelines. There are no pipelines over the Rocky Mountains. Some places like Tucson get El Paso gasoline, but most of the western US is getting higher priced oil from the middle east, California or Alaska. Here in PHX it's about $3.00 per gallon. It's been that way for over a year now. Last spring there were shutdowns at CA refineries. The prices soared and never came back down.

Its over $3.00 here too for premium, and no, there is no way of knowing at the pump where the gar originated from. Oil is pumped in pipelines, but gasoline is delivered to gas stations in tanker trucks.

US production skyrocketed 2008-16. Who needs government land, when the oil is in private lands? Even Trump seems to understand this since he has issued less than half of the leases Obama did in many of his years in office. For example 2011 = 2000+ leases issued and in 2017 = less than 1000.

No, there were more issued in 2018, but again it was less than years like 2011. It is a meaningless measure no matter who is in office since there is plenty of oil in private lands.

Oil is a fungible product. There’s a bit of extra transit cost to get crude to California, plus refining capacity bottlenecks and Californian gasoline blends make up the bulk of the extra cost. Gasoline has always been expensive in California as far back as I can remember.
