The second amendment doesn't say anything about "law abiding" or being a US citizen for that matter. For those who favor a strict interpretation of 2A, it allows terrorists, criminals and psychos to own guns.
Every gun law is a violation of the constitution. More imporatantly they are violation of our property rights.
If I'm not mistaken, SD makes the 16th that now does.
I'm not sure, but it was 16 before this, so SD would make 17. That is now over one third of states where any yahoo can strap on a magnum or 9mm and go strutting down the street with zero paperwork or background check.
Shannon Watts points out in her recent excellent book Fight like a Mother that people of color are disproportionately affected by concealed carry reciprocity.

Any "yahoo" can get a gun.
That's a hardcore fact. All the laws in the world wont stop or deter that in any way. You can rip up the 2nd and outright ban guns and people will still be able to get one. That's life. That's how it is. All this anti-gun crap is political pandering. I've had people close to me killed by guns-a few murders, a few by suicide, and one stupidity. I never once thought to blame guns or that we should ban guns. I'd vote to ban cars before guns.

The question you need to ask though is; did the law ever stop anyone from doing so?
If I intend to grab my gun and go rob a bank, threaten someone, etc, I am not exactly going to not do it because "gee whiz, I do not have a carry permit, so I cannot go do my illegal deed".
On edit; how in the hell does the reciprocity affect "people of color" and in what way does it affect them that makes it an issue? Are they denied or approved far more than people who do not have a color? And frankly, I have zero care what way it impact them or anyone, unless someone demonstrates there is a specific law that excludes them from having a permit.
