He isn't singling out tribal casinos because they are tribal, he's singling them out because he doesn't think they pay enough tribute to the state for the privilege of operating inside Oklahoma. If the casino was run by WASPs, sweet little old ladies who bake cookies, or really cute orphans holding fuzzy kittens, he'd be singling them out if they aren't paying what he thinks is "their fair share."

He wants more tribute, and the pesky "we're so sorry for stealing all your stuff, here's a table scrap" tribal tax laws are pissing him off in his pursuit of collecting it.
That is statist thinking. Like all politicians, he thinks that money belongs to OK first, and whatever he chooses to let them keep is a gift from him to them. Liberals, conservatives, doesn't matter...they all believe the government has a right to some portion of anything anyone makes. All they quibble about is a penny here or a penny there.

The governor believes the tribe's compact with state government has expired, that's all. It sounds like the governor is greedy, like they all are, to sign a new compact and increase the revenue the tribe would pay the state.
I say screw that, the tribe takes care of the tribe, and millions of dollars still flow into state coffers.
They need to resolve the dispute. I don't see how any of this is racist.

Yes, that's generally what happens when you lose control of your territories via conquest, as was done in the past with Native American tribes (and Native American tribes did the same to other Native American tribes). The notion of tribal sovereignty is more of a misnomer than anything else as they are only "sovereign" to the extent and limits imposed by Congress. And Congress has explicitly given state governments a role in negotiating casino compacts with tribal governments.
