I was pointing out the lunacy of the argument - it was the city of New Orleans and the State of Louisiana that were responsible for the immediate response to the hurricane, not the Federal government.

Bush is an awful President but I'm going to put the blame where it belongs.

That is why you don't hear much about the damage that Rita caused. Because the people in most areas were evaxcualted by local and state emergency management. The feds only come in after a disaster and the louisana emergency management caused a disaster to become a tragedy.

Not that it's at all related to the continuing state of economic deterioration that is the topic of the thread, but New Orelans had 120,000 residents with no means of personal transportation. In recognition of the fact that the city did not have the resources to move that many people within the window anticipated between a possible evacuation order and landfall of the storm, FEMA was to have vehicles on site to bring the city up to that capacity by 48 hours prior to landfall. They never showed. FEMA was to upgrade local supplies of food, water, and hygiene essentials at last-resort shelters such as the Superdome to reach a three-day supply for 15,000 people. Those never showed. FEMA teams and the National Guard were to be on the ground across the city and at 100% capacity within 72 hours of landfall, which would have been Wednesday. The managed a partial presence by Friday...
