By pressure from above, Chicago cops are arresting fewer people. Once this marvelous "criminal justice reform" is given more time, we will have even fewer felons arrested.

Not that Trump was winning in the first place. Kansas City, Philadelphia, and Baltimore got worse.
It has nothing to do with Trump. It is a local issue. This is why Madison,WI got 4 murders 2019 (with a population close to 260,000 people) while Birmingham,AL had over 113 murders in 2019, in spite of having a population of 209,000 (and the population is dropping).
This is why Black on Black homicide rates are lower in the state of Virginia than they are in Oklahoma, Missouri, and Pennsylvania.
It's not just the black on black crime. There is also a huge Latino presence, and lots of Latino gangs. These gangs are constantly settling their differences and rivalries with guns. I lived in Chicago for 2 years. Twice I was woken by the sound of gunfire within a block or two of my apartment, and I lived in a fairly decent blue collar working class community. I can't imagine would it would be like in the ghetto.
The latino side of Chicago's gang culture is overlooked on a national level (though Gangland series have made a few episodes on the largest of them) and doesn't get too much attention in local media. The most recent gang-related homicide I've heard about happened in a Cook County jail cell, between one latino gang member killing another rival latino gang member. But you're right, there are lots of latino gangs in Chicago. In fact, predominately latino gangs(although small in membership, except for a few) make up the majority of (not including cliques and sets)recognizable gangs in the Chicago area. They aren't foreign, but purely Chicago-bred and the oldest of them have been around since the 1950s-1970s, a time frame that saw a lot of current street gangs formed due to racial discord and xenophobia. Chicago has all kinds of gangs and they've been around since the 1950s and before.
When Trump said, "What have you got to lose?", liberal Black Americans woke up from their woke-up.
You really think Trump had something to do with Chicago's murder rate dropping?
By the way, Trump got 8% of the Black vote, so that "What do you have to lose?", but didn't sway Black voters his way. Trump has to do better than that.
But keep telling yourself that Blacks love Trump. Keep on deluding yourself.

I'd say the breakdown is about the same today?
Everyone knows that the majority of those who committed murder are Black. Everyone knows that most murder victims are Black. This is nothing new and it's not a dirty little secret. The problem is that there has been little way to actually solve the problem. The 800 lb elephant in the room is this: Why is Black on Black murder taking place at a high rate? Why do some places have a higher Black on Black homicide rate than others?
It's not secret that Chicago has a much lower homicide rate than many cities and is no where near top.
Chicago had a spike but it seems to be just slightly higher than average for a large city. There is far worse. St. Louis and Baltimore are 3 times the rate. Indianapolis I believe also has a higher homicide rate than Chicago.
For an American medium to larger city, Chicago is just slightly above average. Compared to much of Europe and even Sao Paulo and Buenos Aires it's very high. It is 10 times the rate of same the safest states in America like South Dakota.
17 per 100,000 is still extremely high.
Buenos Aires is 4 per 100,000 and Sao Paulo, Brazil are 6 per 100,000
Per-capita Chicago seems to be around 1/3 the rate of St. Louis and Baltimore and about 1/2 the rate of Kansas City, Cleveland, Detroit and many others.
That number though is still extremely high. 17 homicides per 100,000 is still very high considering that most nation's in Europe and many states here in the United States are less than 3 per 100,000.
Hard to imagine what it's like to live in places that are that violent and place such little value on human life. Really sad for the innocent people that have to live there. My entire state has a homicide rate of 2.0, with a total of approximately 30 homicides.
