It's a bit more nuanced than that.

"In explaining Canada's decision, Argue claimed his country was penalized by terms of the U.S. deal with China, which requires the Chinese to first turn to U.S. suppliers for additional grain above the amounts specified in the contract. Except the Russians didn't invade Afghanistan.

Daud overthrew the government in 1974. In 1978, a US-backed group overthrew Daud and executed him and about 100 of his supporters and then buried them in pit dug by the construction equipment Daud imported to modernize the country.

Then the military overthrew the US-backed group, then another group overthrew the military.

Then the military and the US-backed group attempted counter-coups but failed.

Then a group of tribes in the northwest formed an army and started marching to Kabul. And then a group of tribes in the north formed a separate army, and a group of tribes in the south formed another separate army -- they would later be called the Taliban.

All three armies are marching on Kabul and whoever gets their first is the next government, because the current government was incapable of defending, since it lost most of it men, weapons and equipment fending off the counter-coups.

They asked the Soviets for help and the Soviets obliged.

That's not an invasion, unless you think the US invaded Vietnam.

So, basically Carter was mad because the US-backed group failed and the Soviets beat him to the punch.

Yes, they did. The US sold 203 mm//8" chemical rounds to Iraq. It's possible they were the new binary rounds, but I don't think so.
