Lawsuit: Female Prisoner Says She Was Raped by Transgender Inmate

An inmate at Illinois’ largest women’s prison says she was raped by a transgender inmate who was transferred into her housing unit last year, and claims Illinois Department of Corrections officials conducted a “sham investigation” to help cover up the incident.

In a federal lawsuit filed last week, a Jane Doe inmate at the Logan Correctional Center in central Illinois said that after being sexually assaulted in June 2019, she was coerced by a supervisory officer into denying the attack took place and then punished for filing a “false” complaint under the Prison Rape Elimination Act (PREA).

Transgender inmate accused of rape

Logan inmates have reported being raped by Janiah Monroe, known as Andre Patterson by the Illinois Department of Corrections, according to court documents. In a federal lawsuit aimed at forcing corrections officials to adequately treat gender dysphoria and improve care for transgender inmates, Dr. William Puga, head of psychiatry for the Department of Corrections, last year testified that Monroe wasn’t welcomed by other inmates when she was moved to Logan last spring.

“Dr. Puga received information that Monroe threatened staff and other inmates,” U.S. District Court Judge Nancy Rosenstengel wrote in a December injunction ordering the Department of Corrections to provide hormones to transgender inmates and stop making housing assignments based on genitalia or physical appearance. “Women at the facility filed complaints against Monroe under the Prison Rape Elimination Act; some were false but many were legitimate.” Puga also testified that Monroe stopped taking hormones after arriving at Logan.

Yeah, an unfortunate event, only made worse by the attempted cover-up. Not sure how you fix this.

Okay, so you move the Transgender inmate to a male prison, where they probably get raped because of their sexuality. Doesn't seem like an improvement; it's perhaps even inhumane. But I doubt you can fund separate facilities.

Rape is inhumane, period, no matter who does it to whom.

And if prisons were better run, this would not be an issue, imo.

What's your solution then? Spend more money to create better-run prisons?

No, just have closed circuit television in showers and common rooms, and if Person A rapes Person B, then put Person A in solitary for a long time.

Yeah, I know . . . inhumane and an invasion of privacy, right?

Check that box... he/she was transferred to this place from another place.

The Department of Corrections tried to move Monroe out of Logan last June, about three months after she was moved to the women’s prison from Pontiac Correctional Center, where she says she was sexually assaulted, harassed and abused by inmates and staff.
