There is no contradiction between the two statements you voice here.

Trump congratulates Bernie on beating the Democrats. Well, Bernie did, resoundingly, today in the Nevada caucuses.

Buttigieg says Bernie isn't a Democrat. Also true. In fact, virtually all the Democrat candidates aren't democratic. They all rely on government force to implement their programs. Especially the programs that illegally take from people who earn money and redistribute it to those who earn less or none. Which is nearly all their programs.

"Democratic' is a label for those people, not a description.

Funny how the leftists are all fighting with each other all the way towards a brokered convention. Whichever laughable candidate is left standing will have no chance against President Trump, who, by the way, will be getting a lot of his votes from former Democrats.

Why doesn't the federal government just get out of a state's business....no welfare, no food stamps, no funding for disasters, etc. Let each state deal with their own.

Because some states are so mean spirited that they would let people suffer and starve to death if they were left to their own devices. And a lot of those same states are too poor to help their own people even if they wanted to, so we all pitch in.

Yes, I know that. My home state of Mississippi could never survive without federal aid.
